Hello!
I am interested in making a Cobra Head to be a cobra for halloween. I have a T-shirt with a cobra body-

I have never done Papier Mache before and I was looking for advice. Such as what to put the papier mache around for one (a frame/ guide). Any other tips?

You can take a look at tutorials from this site. You will find many tips, recepies that will help you to make your cobra head.
PM is very easy to do but you need a little pacience.

I looked at the tips. The only thing I really need help with is the frame to use for the head. I dont want to use a balloon because the cobra's head isn't spherical all around. From the side it is thinner.

Since you don't have much time, I would say that you need a head form, then build the mask over it. If you want the mask to be one piece, you would have to make the neck as wide as the widest part of your head (including ears) so you can put it on.
If you found a form, you could split it in half to get it off the form (when dry, of course) with a razor blade, then add more papier mache to put it back together.
You could make the hood with shaped pieces of corrugated cardboard. Build up shapes with formed crumpled wads of aluminum foil and hot-glue into place, then PM over them.

If you haven't already done it, you could try this . . .
You live in Orlando so it is a good average temperature. I don't know about humidity.
Cut a cross section shape out of strong card or plywood. Cut another, exactly the same. Lay it on the ground or on board and build a shape of half the head in sand, which can be moist if it helps keep the shape. Build the opposite half on the second cross section. Lay thin (clingfilm) plastic over the mould.
Layer paper over them, according to the information in the tutorials on this site. You will need about twelve layers.
When they are dry, lift them off, glue them together and apply a couple more layers before painting.
It should work.

I thank you for the advice. The site was out when I was trying to refer to it. The head is going to be misproportioned regardless so i am just going to use a balloon as the form for the head.
