Hi,
I'm totally new to this and as a d+t project I have decided to make a Venetian face mask (only 1/2 face)!!!
I have done my research and decided upon using PM.
I have several questions if thats ok?
I was going to use the porcelaine finish method for making the mask and wanted create the imprint by using a real life model.
Is this feasible?
How can I do this without being in danger of killing someone!!!!??
Also for decorating the mask is it best to attach the jewels and stones etc 1st and then let the mask dry?
Or do I let it dry, paint and then glue on the stones etc? what glue is best?

You're not going to kill anyone by putting papier mache over the top half of their face. Unless they die of boredom - it takes too long to dry 
Other people may have better methods, but I would take a mold of the face with alginate and plaster support. You can then papier mache this or fill it with clay or something. Break it out and modify it. Then make a whole new mold and use THAT for casting your mask.

Addressing the last part of your post: I would let the PM dry THOROUGHLY before decorating it. And, living in a humid environment, I would suggest that you seal it, also (both sides). PM is subject to mold problems if not properly handled.

i made this:

by preparing a mask from plaster on my face.
i let her dry and then put a pm on it (blend of toilet paper,tapets glue and white glue) and dry again.
i painted with acrilic.
p.s its not realy my face...i add some nose there:)

If you use plaster, make sure you vaseline your eyebrows and eyelashes first! One person I know had to be extracted in hospital.
You can make a rough mould by pressing a triple layer of cooking metal foil over the face and then layering into it very gently until the laminate is firm.
Another way is to lay a half inch skin of pastry over the face, leaving breathing holes. Lay plaster bandage over that and allow to set. Get the person to lean over so the mould drops off without distortion. If you lay clingfilm over the interior and then laminate on that, you should get a good impression.
Drying paper laminate on someone's face isn't entirely impossible. Use a paste that is smearable thick and warm. Use kraft and bond paper in three layers. Let them lie in the warm with some nice music. PS. Don't let paste touch the skin!!!
