I would think it woule work great as long as the pulp had no dyes ingrained.  You would also have to be very careful with fillers and glues you use for the pulp so that any residues wouldn't transfer on to the sketch when using your homemade pulp tortillions. I do believe a pulp tortillion would give you the strength you are looking for.  Would you use a mold to get the elongated shape?~tammy

How about plasticene?  Lay out a strip, indent as much as necessary with something like a knitting needle.  Use clingfilm as a separator if you want and lay the pulp slightly proud.
You only need very short ones, since the pulp is likely to lose its point as it wears.
The 'handle' could be quite stubby for easy handling.
